What proposition of the White people does the speaker refer to in “Chief Seattle’s Speech”? Under what conditions would it be acceptable according to Seattle?

Chief Seattle refers to the White people’s proposition of buying the native lands and protecting their children, women and old men in return. 
 
According to the Chief, they could only accept their proposal if they are allowed to visit the resting grounds of the native people and if their basic rights are upheld.
