Muni tethered his goats to the trunk of the drumstick tree probably to make his claim over the tree stronger.
 
His claim was that he owned the tree as he lived in its shadow.

Muni tethered his two goats to the trunks of the drumstick tree because that grew infront of his house and also because his goats could graze within a limited area and not wander far away. No one could say precisely who owned the tree and also Muni lived in its shadow so he had claim over the tree.
