Can we write both for and against a topic / motion / statement in an argumentative essay?

Nope. It is generally discouraged to write both for and against the motion. You should stick to only one side with detailed arguments. But still, you may sum up the opposite opinion in a sentence or two towards the conclusion. 
 
If you write in support of a statement, you may comment against it in short in the concluding part, and vice versa.
