The place where the speaker stopped was quite quiet. The forest was covered with snow, as it was a chill evening of winter. The lake was frozen. The place was dark for the deep forest. Mild wind was blowing with light frost. The silence was so prevalent all around that the poet could even hear the sound of the ‘easy wind’.

In all probability, the time was on or near the winter solstice in Northern Hemisphere.
